Although it is unlikely an extensive climate treaty will be achieved at the 15th Conference of Parties (COP15) meeting in Copenhagen next month a less abrasive framework pact is still achievable, according to Jose Manuel Barroso.

At an EU-US Summit last week, the President of the European Commission stressed his belief that although there is too little time to create an adequate successor to the Kyoto Protocol, concentration on fostering an agreement framed with evident timed commitments from developed and developing countries on how to lower emissions should take a prominent role during discussions.

Barroso emphasised the need for other developed leading nations and individual EU members to numerically identify emission cut percentages and funding for less developed nations.

Barroso continued by stating the EU as a whole will endeavour to make a 20% reduction in carbon emissions from 1990 levels by 2020 and will consider larger cuts depending on global emission reduction trends.
