International delegates are poised to gather in Bonn, Germany as preliminary talks for November's COP16 in Mexico will begin April 9 – 11.

Officials will discuss how to build an effective agenda to accomplish what Copenhagen could not: an internationally binding treaty with aims and methods to keep climate change in check at 2 degrees Celsius increase.

This is the first formal international meeting since the Copenhagen talks last December.

Discussions in Bonn must take into account the reasons Copenhagen failed, and find effective strategies to avoid similar failures in Mexico City. The Bonn-talks are the first of the UNCCC's pre-COP16 meetings and at least one additional meeting will take place in Bonn from late May to early June.

"Following the UN Climate Change Conference in Copenhagen, this constitutes a quick return to the negotiations," said UNFCCC Executive Secretary Yvo de Boer.

De Boer said that at least 90% of developed nations in the UNFCCC panel have already submitted 2020 emission targets, and that has helped motivate a return to international negotiations. These countries represent 80% of global carbon emissions according to the UNFCCC's press release.

One thorn in the side of the upcoming Bonn talks will be the United States' failure to pass a comprehensive climate bill, as the proposal continues to lag in the Senate.

Last year, democratic officials were optimistic that the bill could pass as early as this spring, but the same people are now hesitant to believe the bill will pass before 2011.

The US's stagnant unemployment rate, which remains near 10%, dominates most of the country's domestic and international legislation. Developing countries are awaiting a US commitment before finalising their own, but at least thirty developing nations have submitted carbon mitigation plans to the UNFCCC.

The United States might fail to make a commitment before the Mexico City conference, but the Bonn talks must take this obstacle into account, and work around it to build a framework for that will allow for an effective international treaty.
