India is at an "advanced stage" of finalising its national climate action plan and will meet the United Nations’ deadline of 1 October for submitting the declaration, Environment Minister Prakash Javadekar said on Monday.

The UN has requested all 195 member states to submit Intended Nationally Determined Contributions (INDCs) with plans to reduce carbon emissions in the build up to the crucial Paris climate conference in December.

India’s INDC is due to be shared with officials from the Cabinet for final approval before being sent to the UN Convention on Climate Change (UNFCCC).

Reports suggest that the plan will be submitted towards the end of September.

Javadekar (pictured) said: "We have had consultations with all stakeholders—ministries, industry, states, civil society, experts and are now in the process of finalising India's intended nationally determined contributions."

India’s environment ministry has consulted with other relevant ministries, state governments, civil society, and industry to determine what India should include in its national climate pledge.

A review of the INDCs progress was shared with Prime Minister Narendra Modi’s Office on Saturday.

Javadekar said: "India will submit a comprehensive INDC, which will not just focus on mitigation, but also include adaptation."

The conditions of INDCs were agreed at the previous round of UN climate negotiations in Lima in December 2014, and include measures that each country will take in the period between 2020 and 2025 or 2030 to limit carbon emissions and prevent catastrophic levels of global warming.

The climate plans cover measures to boost climate change adaptation and mitigation, as well and climate finance mechanisms and clean technology development to increase renewable energy capacity.

According to reports, India’s plan will cover the nations renewable energy push, planned afforestation efforts, research and development of clean technologies and other efforts to help meet the emissions reduction targets.
